一、服务型政府的理念服务型政府,是一个能够公正、透明、高效地为公众和全社会提供优质公共产品和服务的政府。服务型政府具有以下六个特征:以民为本、民主现代、依法行政、有限政府、公开透明、责任信用。目前,政府在公共服务方面存在的问题严重地制约了政府职能的履行,不适应社会主义市场经济体制改革的要求,严重地影响了政府的公信力。建设服务型政府,是实践“三个代表”
