与欧洲不同,亚洲一体化受市场推动和影响,外部导向且制度松散。过去20年的亚洲一体化进程,得益于各国的务实态度,特别是次区域合作稳固发展,使低收入国家获益。亚洲政府间经济合作仍未跟上,尤其是金融一体化进程落后于贸易一体化。亚洲从危机中相对快速的复苏,可能会阻碍区域经济合作的深化。各国政府应采取自下而上和自上而下两种方式,双管齐下,继续推动合作。
Unlike Europe, Asian integration is driven and influenced by the market, externally oriented and loosely integrated. The integration of Asia in the past 20 years has benefited from the pragmatic attitude of all countries, especially the steady development of sub-regional cooperation so that low-income countries can benefit from it. The intergovernmental economic cooperation in Asia has not kept pace. In particular, the process of financial integration lags behind the integration of trade. The relatively rapid recovery of Asia from the crisis may hinder the deepening of regional economic cooperation. Governments should take a bottom-up and top-down approach in a two-pronged approach and continue to promote cooperation.
