目前,负责病人诊治工作的医疗机构,从省、市、区(县)医院到街道、乡(镇)级卫生院及村卫生室,已形成完整的系统网络。而负责卫生防病重任的卫生防疫机构,却只有省、市、区(县)三级卫生防疫站,区(县)级卫生防疫机构成了终端,尚未形成完整的预防保健网络。由于区(县)级卫生防疫机构管辖范围广,管理项目杂,又受人员少、交通工具短缺等条件的限制,要对所有传染病进行逐例管理,对所有食品生产经营单位、公共场所从业单位、工矿企业、学校、幼儿园等做到及时有效的监督、监测、宣传、培圳,是根本做不到
