随着“科教兴国”战略的深入实施,技术创新活动在全国各地方兴未艾,甚至热度攀升。但是在市场经济体制逐步发育尚未完全建立的大背景下,体制性束缚成为技术创新的最大障碍。大多数企业的现代企业制度尚未建立或尚不成熟,现有的决策机制、管理机制、生产经营机制、研产销运行的衔接机制,尤其是技术创新与其他生产要素间的整合配置问题都很大程度上制约着创新活动深入而持久地开展。相对而言,制度创新还比技术创新更为重要;研究“两个创新”之间如何匹配融合地互动也显得十分迫切。
