Australia, like most countries, is a technology buyer, not a technology seller. Nearly 98% of its technical needs are imported. As a small country with a techno-economy, if Australia wants to make its industries enter the highly competitive world trade market with high value-added products and services, it must ensure that it has access to internationally advanced technologies. This does not mean that there is no world-class technology in Australia, nor does it mean that domestic research and new environment can be ignored. Software, biotechnology, medical and scientific instruments and other fields represent the technical strength of their public or private sectors. A large number of government-funded research institutes and universities are the major components of Australia’s national research system.
