白塔渠是水利管理战线上的一面红旗。水利电力部在江西省余江县召开的水利管理现场会议上,决定在全国水利管理战线上开展一个“学白塔、赶白塔、超白塔,实现水利管理工作革命化”运动,使水利设施更好地为农业增产服务。从哪些方面学白塔、赶白塔、超白塔呢?全国水利管理现场会议提出的要求是:学习白塔渠管理人员一心为革命管水利的思想,学习他们勤勤恳恳为农业增产服务、为群众服务的精神,学习他们依靠群众,自力更生逐步积累资金,扩建改善工程,扩大效益的经验;学习他们实行亦工亦农制度和组织群众管好水、用好水的经验,学习他们艰苦朴素,深入实际,联系群众的优良作风。以上这五点,各个水利管理单位都应当很好地学习和发扬。我们认为其中最根本的是要学习他们一心为革命管水利的思想和他们在管理工作中的群众路线。有了一心为革命管水利的思想,胸怀全国,放眼世界,就能鼓起为群众服务、为农业增产服务的干劲,苦干、实干、穷干、巧干。坚定地走群众路线,同群众紧密地结合在一起,战斗在一起,就能够战胜工作中的各种困难,把工程管理好,使用好,充分发挥效益,赶上白塔,超过白塔,不断革命,不断前进。
