为了使全省事业费有计划开支,以便开展各部门工作,兹确定凡全省事业费的开支,皆由省府财政厅根据省府规定之事业费数目分期统一拨给省级各有关部门,再由各部门统一支配之,今后行署与各专区各县,关于事业费的开支可各按性质,由当地有关部门分别编造预决算分别向省级各有关部门领取和报销。军队系统之事业费开支,亦由省府财政厅统一拨给军区后勤部,各军分区一律向省军区领取;各级政府财政部门不得直接开支各项事业费。兹将各项事业费开支及编造预决算的系统与日期规定如下:一、优抚费(优军、优烈、优干与抚卹等),救济费,地方卫生费,民主选举事业费,由民政厅审核支配。二、宣传费,报纸发行费,由省委宣传部审核支配。三、教育费,由省府教育厅审核支配。四、公安特费,由省府公安厅审核支配。五、建设事业费及工矿、农林、水利、公路、航运等投资,均由建
