The 15th National Congress of the Communist Party of China has established the principle of governing the country according to law as the basic strategy for the party to lead the people in governing the country and has taken governing the country according to law and building a socialist country ruled by law as a goal of realizing the socialist modernization. Governing the country according to law has become the guiding ideology of our country’s social administration and work in the present and future. It inherently requires the operation of state power and the leadership of the party to be conducted according to law within the scope of the Constitution and the law.
