枝城港是长江中游的一个中型港口,因其背靠焦柳铁路和中转大宗煤炭散货而跻身于长江干线“九大铁水联运枢纽”、“四大煤港”之列,曾经有过辉煌的历史。进入1994年,由于企业外部环境的变化,经济效益急剧滑坡,港口陷入了举步维艰的境地。对此,1995年下半年以来,新班子紧紧依靠全港广大职工,大胆抓改革、抓市场、培养企业后劲,全方位的突破了传统计划经济模式,向建立现代企业制度迈出了重要的一步。通过短时间的运行,达到了扭亏增盈的目的。仅1996年一季度就盈利百万元,创历史同期最好水平,港口开始走出困境,步入了良性发展轨道,我们的主要做法是:
