改革开放以来,我国“三资”企业出现蓬勃发展的大好形势。西北地区“三资”企业的发展势头也很迅猛,对促进深化改革,扩大开放,改善投资环境,振兴西北经济,有着不可替代的作用。但是,如果过分夸大兴办“三资”企业的作用,无视其前提条件,那么将不可避免地产生一些不良影响。笔者认为,要使西北地区“三资”企业的发展有一个新的起点,必须处理 Since the reform and opening up, the “three-funded” enterprises in our country have enjoyed a booming development.
