I. Japan’s Economic Dominance 1. Japan Has Become the Largest Borrower in International Capital Markets One of the outstanding features of the international capital supply and loan market in 1989 was that Japan was far ahead of other countries and became the largest international borrower. From January to September 1989, Japan borrowed 75.6 billion U.S. dollars from the international capital market, surpassing the total of 61 billion U.S. dollars borrowed in 1988. Its share of borrowing in international capital markets almost doubled from 13.5% in 1988 to 26.5%. The United States borrowed only 39.2 billion U.S. dollars in the first nine months of 1989, much lower than the 61.3 billion U.S. dollars in 1988. Britain, the largest borrower in 1988, substantially reduced its borrowing in 1989.
