《劳动和社会保障事业发展第十个五年计划纲要》于去年正式发布。《计划纲要》称,中国“十五”期间基本形成“市场机制调节、企业自主分配、职工民主参与、政府监控指导”的企业工资分配新体制,职工实际平均工资年均增长5%左右。《计划纲要》明确,“十五”期间劳动和社会保障事业发展的总体目标是:基本建立起适应我国生产力发展水平、符合社会主义市场经济要求的比较完善的劳动和社会保障制度,使广大城镇劳动者得到较为充分的就业和基本的社会保障。《计划纲要》还提出了劳动和社会保障事业的各项主要发展目标。按照计划纲要,“十五”期间,全国城镇新增就业4000万人,转移农业劳动力4000万人,城镇登记失业率控制在5%左右。
The “Outline of the Tenth Five-Year Plan for the Development of the Labor and Social Security Business” was officially released last year. According to the “Outline of the Plan”, a new system of enterprise wage distribution has been basically formed in the period of “the 10th Five-Year Plan” of China, with an average annual wage of 5% of the average wage of employees %about. The Outline of the Plan clearly states that the overall objective of the development of the labor and social security undertakings during the period of the 10th Five-Year Plan is to basically establish a fairly complete system of labor and social security that meets the requirements of the development of the productive forces in our country and meets the requirements of the socialist market economy. The majority of urban workers receive more adequate employment and basic social security. The Plan Outline also sets forth the major development goals of the labor and social security undertakings. According to the outline of the plan, during the “Tenth Five-year Plan” period, 40 million new jobs will be created in cities and towns across the country, 40 million agricultural labor force will be transferred, and the registered unemployment rate in urban areas will be controlled at about 5%.
