物资供应,是保证煤炭生产建设顺利进行的基础工作。长期以来,物管人员对搞好物资供应的要求是:“保质保量,按时供应。” 这种提法不甚完善,因缺乏经济约束,不讲效益。为“保质”优材劣用;为“保量”以多保少,敞开供应,不讲定额,超储积压,周转不灵。为改变这种传统观念,就必须依靠科学的方法进行管理。 在企业的生产经营管理过程中,管理者总想预先知道,花多少钱才能做到目标计划不落空,生产建设不受影响,经济效益好。那么具有科学根据的先知是否可以做到呢?
