在21世纪到来之前。中国将消除绝对贫困现象,使全国农村现有的6000万左右的贫困人口最终解决温饱问题。要实现这一战略目标,必须有切实可行的措施和办法。“硬件扶贫”与“软件扶贫”有机结合,是打好扶贫攻坚战的有效途经。
Before the 21st century China will eliminate the phenomenon of absolute poverty and eventually solve the problem of food and clothing for the 60 million or so poor people in rural areas nationwide. To achieve this strategic goal, there must be practical measures and approaches. The combination of “hardware poverty alleviation” and “software poverty alleviation” is an effective way to lay a solid foundation for the fight against poverty.
