新中国成立以来,我省已建成大中小型水库5838座。多年来,水库工程在防洪、灌溉、发电、养殖等方面发挥了显著效益,为我省经济和社会发展发挥了重要作用。但是,由于水库工程大都修造于五、六十年代,普遍存在施工质量差、标准低、不配套等问题,病险严重。经过省有关部门的安全鉴定和安全检查,全省目前尚有病险水库1800座,占水库总数的31%。按照国家水利部的总体规划,“十五”期间
