本文作者通过问卷调查和个别访谈方式,探索了城市农民工群体非正规就业劳动关系存在的诸多特点,即职业层次化低、工作不稳定、劳动合同签约率低等,且呈短期化态势、缺少技能培训及职业晋升的机会、缺乏劳权保障以及劳动标准恶化、工会组织缺失、维权不到位、劳动争议处理制度建设不完善、劳资纠纷难以及时化解等,这些特点严重阻碍了和谐劳动关系的构建,文中有针对性地提出了如何创新非正规就业劳动关系调整机制的具体对策。
