目的:系统分析石河子市社区卫生服务体系建设活动产出情况,总结经验,分析存在问题并提出政策建议。方法:问卷调查、访谈、现场观察和资料收集相结合。结果:2008年1~9月,在医疗服务方面,社区卫生服务机构共提供门诊服务11万人次,占区域门诊量的22.44%。但院前急救和出诊服务提供量较小,分别为483人次和15人次。双向转诊存在上转容易下转难的问题。在公共卫生服务方面,78.00%的社区卫生服务机构提供残疾康复指导和康复训练,25.00%的机构提供慢性病管理,65.00%的机构提供妇幼保健服务。社区卫生服务机构平均每月开展一次健康教育。结论:社区卫生服务体系已经建立,“六位一体”功能基本实现,但服务能力需要加强,双向转诊有待畅通。
OBJECTIVE: To systematically analyze the output of community health service system construction in Shihezi City, summarize the experience, analyze the existing problems and make policy recommendations. Methods: Questionnaires, interviews, field observations and data collection were combined. Results: From January to September 2008, in the area of medical services, community health service agencies provided a total of 110,000 outpatient services, accounting for 22.44% of the outpatient services. However, the provision of pre-hospital first aid and out-patient services was relatively small, 483 and 15 respectively. Two-way referral exists on the turn easily difficult problem. In the area of public health services, 78.00% of CHSs provide DRR guidance and rehabilitation training, 25.00% provide chronic disease management and 65.00% provide MCH services. Community health service agencies conduct an average of one monthly health education. Conclusion: The community health service system has been established and the function of “six in one” has been basically realized, but the service capability needs to be strengthened and the two-way referral needs to be unblocked.
