选择医改模式的出发点是:与经济发展水平及各方面承受能力相适应,尊重医疗保险自身发展客观规律,并充分吸取本地和外地经验。为此,应充分考虑下列因素: 1.从经济发展程度、社会承受能力出发,坚持有多少钱办多大事的原则。 2.应有利于形成医、患、保的相互制约机制和自律机制,降低道德风险,减少浪费行为,将医疗需求约束在防病、治病的必要范围之内,尽可能缩小监控范围。
