颍上县位于安徽省西北部,阜阳市东南部,南临淮河,中贯颍河。淮河流经颍上98公里,颍河流经颍上103公里。两河沿岸湖洼罗列,全县境内沟渠纵横,故有“七十二道归正阳,七十二湖布颍上”之喻。全县现有淮、颍河干、支堤防354公里,有6处保庄圩59公里,引洪堤47公里,一般堤防21公里,线长面广,防洪保堤任务十分艰巨。今年6月20日到7月15日,全县降雨量超常,达625.5毫米,占正常年度全年降雨量的67.2%。7月6日下午,唐垛湖炸坝行洪;7月11日下午,邱家湖炸坝行洪。这两次行洪淹没农田12万多亩,湖区16651户、66566人有序转移。截至7月17日,全县160万亩耕地,有148万亩受灾。全县150万人口中,有123万人受灾。全县倒塌房屋6516间,水毁道路594公里,冲垮桥涵闸井2772座。全县经济损失14.6亿元,其中农业经济损失11.68亿元。□
