主任、各位副主任、秘书长、各位委员:受市政府领导同志委托,现就我市基本医疗保险制度建设情况做汇报。一、总体情况我市自1995年和2000年分别在原塘沽区、大港区开展医疗保险制度改革试点。2001年11月在全市范围内建立实施医保制度,替代劳保医疗和公费医疗制度,至今已走过13个年头。期间,我市积极贯彻全覆盖、保基本、多层次、可持续的方针,实现了省级统筹、城乡统筹,整合了城镇居民医保和新农合制度,以“一站式”医疗费用联网
