作为重要的基础资源之一,耕地数量和质量直接关系到我国经济社会的持续健康发展。目前耕地保护成本与耕地收益矛盾日益凸显,地方政府、农户保护耕地的积极性不断下降,进而导致耕地数量减少和耕地质量下降。立足于我国耕地保护实际情况,基于机会成本理论对农户耕地保护的机会成本进行了细致分析,进而研究了实行农户耕地保护经济补偿的可能性、理论依据及其补偿标准的确定原则与测算方法。
As one of the important basic resources, the quantity and quality of arable land are directly related to the sustained and healthy economic and social development in our country. At present, the contradiction between the cost of cultivated land protection and the profit of cultivated land has become increasingly prominent. The enthusiasm of local governments and farmers in protecting cultivated land has been declining, which leads to the decrease of cultivated land and the decline of cultivated land quality. Based on the actual situation of cultivated land protection in China, this paper analyzes the opportunity cost of farmland protection based on the opportunity cost theory, and then studies the possibility, theoretical basis, and the principle and calculation method of economic compensation for farmland protection.
