行政首脑限任制思想起源于古希腊,柏拉图和亚里士多德都曾论述到了限任制思想,亚里士多德的限任制思想触及了行政首脑限任制的灵魂性特征。行政长官限制的实践可以追溯到雅典宪政时期,官员一届任期普遍较短,而且一个人不能连续两次担任同一职务。古罗马时期限任制思想的代表人物西塞罗强调官员应该是由选举产生并且不得连选连任。在古罗马共和国时期,官员普遍由选举产生,并且有一定任期时间和任期次数。
The thought of the chief executive’s capitulation originated in ancient Greece, Plato and Aristotle all discussed the idea of limited capitulation. Aristotle’s limited commandery thought touched the soulful features of the executive capitals’ limitation of office. The restrictions imposed by the chief executive can be traced back to Athens during the constitutional period, with the tenure of officials generally short, and one person being unable to hold the same position twice in a row. Cicero stressed that officials should be elected and should not be re-elected. During the Roman Republic, officials were generally elected and had a fixed term of office and number of appointments.
