随着厦门经济特区和福州经济开发区的建立,福建沿海已成为我国沿海的改革开放前沿。三资企业如潮水般在我省投资建厂,乡镇企业更是如雨后春笋拔地而起,加上原有的平口近年增加的国营企业,使得我省的工业化以很快的速度增加。工业的高速度发展和人口的膨胀,造成了我省的环境污染日益严重,表现为我省沿海地区废水污染物排放量和沿海地区污染物入海量迅速增加(见表1)。环境污染不仅破坏生态环境和渔业资源,而且威胁着人民的身体健康,制约着生产力的发展。水环境污染是我省当前最主要的环境污染,它严重地危害渔业生产。可以毫不夸张地说,水环境污染已极大地影响我省2000年水产品翻两番目标的实现。
With the establishment of Xiamen Special Economic Zone and Fuzhou Economic Development Zone, the coast of Fujian has become the frontier of China’s coastal reform and opening up. Tung-funded enterprises such as the tide-like investment in our province to build factories, township enterprises are springing up, coupled with the original flat mouth in recent years increased state-owned enterprises, making our province’s industrialization increased rapidly. The rapid development of industry and the population expansion have caused the environmental pollution in our province to be more and more serious. The performance of waste water pollutants in the coastal areas of our province and the pollutants entering the coastal areas are rapidly increasing (Table 1). Environmental pollution not only damages the ecological environment and fishery resources, but also threatens people’s health and restricts the development of productive forces. Water pollution is the most important environmental pollution in our province at present, which seriously endangers fishery production. It is no exaggeration to say that the pollution of water environment has greatly affected the realization of the goal of quadrupling the level of aquatic products in our province in 2000.
