所谓假集体,是指个体工商户、私营企业挂靠在集体单位名下。冒领集体企业营业执照,以集体企业的名义从事个人或合伙经营,也有些人称其为“红帽子”企业。国家三令五申强调清理假集体企业,维护市场秩序,特别是随着我国经济环境的日益宽松和工商行政管理部门清理力度的加大,许多“假集体”企业也想摘“帽”以图更大发展,但由于以下原因,假集体企业难以摘“帽”。
The so-called false collective means that individual industrial and commercial households and private enterprises are affiliated under the name of the collective unit. If they take the business license of a collective enterprise and engage in personal or partnership management in the name of a collective enterprise, some people call it a “red hat” enterprise. The state has repeatedly intensified its efforts to clear up fake collective enterprises and maintain market order. In particular, as China’s economic environment has become increasingly looser and the industrial and commercial administrative departments have increased their efforts to clean up, many “false collectives” companies also want to extract “caps.” The figure is more developed, but due to the following reasons, it is difficult for a fake collective enterprise to extract the “cap”.
