湘潭钢铁厂炼铁分厂主要原料堆场储量约30万吨。只1#高炉生产时,每天路局车矿石到达量就有5000吨左右,近100个车皮,需配备200多个装卸工人担负卸车工作。而这些装卸工主要来源于农村的合同工,直接影响到农业生产。路局车到达的波动,造成劳力有时浪费,有时又不能满足需要,积压铁路车辆,除影响铁路车辆周转外,还使生产有时处于被动局面。
