海北是青海主要牧区之一,牧民人口占全州农牧民总人口的29.12%。凭借资源禀赋,畜牧业一直是推动全州经济发展的主导产业。上世纪七八十年代,我在海北工作多年,缘于对这片土地的热爱,我十分关注海北牧区发展和牧民生活的改善,也撰写了一些调研文章,为海北发展建言献策。近期,我又赴海北就“三牧”工作情况进行了一次调研。期间,我与州县乡领导和群众代表进行了座谈,和州委领导和州政府相关领导交换了意见,并深入基层,走访了牧户。“十一五”以来,海北州按照省委提出的走具有高
Haibei is one of the major pastoral areas in Qinghai, with herdsmen accounting for 29.12% of the total population of farmers and herdsmen in the state. With resource endowments, animal husbandry has been the dominant industry that has driven the entire state economy. In the seventies and eighties of the last century, I worked in Haibei for many years. Due to my love for the land, I was very much concerned about the improvement of pastoral areas in Haibei and the improvement of pastoral life. I also wrote some research articles to offer advice and suggestions to Haibei. Recently, I went to Haibei to conduct a survey on the work of “Sanmu”. In the meantime, I had discussions with leaders of the counties, townships and towns and mass representatives and exchanged opinions with the leaders of the state party committee and the leaders of the state government. They also went deep into the grassroots level and visited the herdsmen. Since the 11th Five-Year Plan, Haibei Prefecture has gone high according to the provincial party committee’s proposal
