农业银行由管理型改变为经营型的管理,就必须实行行长负责制,具有领导艺术和指挥才能,从而提高整个企业的干部素质,才能搞好企业的经营。 融安县大将营业所覃鸿猷同志认为,企业领导干部素质的提高,是对整个企业素质的提高具有促进和制约的作用。领导干部素质的提高,着重解决三个方面:无私性。一个领导干部要真正做到秉公无私,才能公正地看待下属,避免偏见,坚持党性,深入实际,解剖麻雀,寻找解决工作中的症结,促进干部积极性的充分发挥;知识性。领导干部的专业知识提高,关系到领导艺术和指挥才能的提高,因为一个无知的领导者是不可能造就和带领一支知识化大军的,也根本无法把工作做好;伯乐性。每个企业都有它自己本企业的“千里马”,要善于识别,大胆使用,具有伯乐相马的本领和胆识,尽快地提高本企业的素质。
