今天,美国社会中恼人的问题依然存在:贫穷,低劣的教育质量,种族、性别及财富的不平等,犯罪与暴力,森林、农田、野生动物栖息地和其它自然资源的毁灭以及空气、水资源的污染,等等。这些问题之所以一直存在,原因之一是公众缺乏知识和政治影响力来迫使行政管理当局解决它们。前进的路上障碍重重:利益集团和经济精英们控制着信息和决策过程,官僚机构的行动迟缓,“专家”对民主性治理的抵制等。其结果是,人们潜在的愿望与社会现状脱节。
Today there are still annoying problems in American society: poverty, poor quality of education, inequality in race, gender and wealth, crime and violence, destruction of forests, farmland, wildlife habitats and other natural resources, and air, water Pollution, and so on. One of the reasons why these problems persist is that the public lacks the knowledge and political influence to force administrative authorities to deal with them. Barriers are on the way: interest groups and economic elites control the information and decision-making processes, slow bureaucratic efforts, and “expert” resistance to democratic governance. As a result, people’s potential aspirations are out of touch with the social status quo.
