实行局长负责制是邮电企业领导体制的重大改革。要使这一改革收到预期的成效,必须同时强化企业内部的各项配套改革。辽宁邮电部门从1984年开始推行局(厂)长负责制,三年来试点实践证明,企业内部配套改革抓得好的,那里的局长负责制的优越性就充分地显示出来,局长的决策快、指挥灵,效率高,企业的经营机制也能得到不断完善和加强。反之,则有名无实。那么,如何使配套改革更好地为企业领导体制的改革服务呢?我们的实践是:
