2006年入夏以来,一些地方相继发生了严重的洪涝灾害。有关部门及时下拨专项资金,社会各界积极捐款捐物,有效地解决了灾民生产生活困难,充分体现了党和政府对灾民的关心和帮助。但笔者在调研时发现,少数地方在救灾款物的管理与使用上仍存在一些问题和漏洞,难以确保救灾款物及时分发到灾民手中,还容易给一些不法分子提供可乘之机,滋生腐败现象。一是救灾募捐纪律不严。一些单位私自在社会上开展救灾募捐活动,甚至强行摊派或者变相摊派,所得救灾款物,没有及时上交,有的被挪作他用,有的被存入单位的小金库,有的甚至以捐赠为名从事营利活动。二是救灾款物发放不规范。尽管多数地方都制订了详细的方案,按照受灾情况,由民政部门及时将救灾款物发放到每户灾民手中。
