来源于印度的罗姆人在迁移欧洲的过程中,在受到短暂的礼遇之后,陷入了长期被迫害、被驱逐和被强制同化的境地。随着东欧剧变以及欧盟扩大,作为少数族裔的罗姆人进一步受到欧洲大部分国家的排挤,其人权得不到保障的问题日益凸显。由此,欧洲罗姆人问题也被纳入民主话语和社会民生的话语之中受到讨论。尽管保障人权和人道主义关怀是欧盟和各个国际组织解决罗姆人问题的出发点,但欧盟各国经济社会发展的不平衡以及以邻为壑的民族主义保护的狭隘观念,都给这一问题的解决带来更多困难。
Roma, who originated in India, were temporarily persecuted, deported and forced to assimilate after their short courtesy in the process of relocating Europe. With the drastic changes in Eastern Europe and the enlargement of the European Union, Roma, as ethnic minorities, have been further marginalized by most European countries and the issue of their lack of protection of their human rights has become increasingly prominent. As a result, the issue of the European Roma has also been included in the discourse of democratic discourse and social livelihood. Although human rights protection and humanitarian care are the starting points for the EU and various international organizations to solve the Roma problem, the unbalance of economic and social development in the European Union and the narrow concept of nation-by-state protection by neighboring countries have all contributed to the solution of this issue More difficult.
