In 1973, there was growing concern about the possible carcinogenicity of vinyl chloride and other effects. It has been confirmed that vinyl chloride is present in polyvinyl chloride (PVG) which may be diverted to food and beverages packed in polyvinyl chloride containers and that vinyl chloride may be transferred from PVC to the atmosphere. On March 26, 1974, a group of European toxicologists met to discuss information on the toxicology of vinyl chloride and its transfer, especially about its potential for carcinogenesis. The meeting took place at the National Institute of Public Health in the Netherlands, with participants including professors and doctors from the Federal Republic of Germany, Denmark, the United Kingdom, Italy, the Netherlands, Switzerland and France.
