In November 2006, the Ministry of Education and the Ministry of Finance jointly issued the Opinions on Implementing the National Model Plan of Higher Vocational Education and Accelerating the Reform and Development of Higher Vocational Education (Jiao-Gao [2006] No. 14 Document). On November 13, 2006, the Ministry of Education held a press conference to introduce the national model higher vocational college construction plan and answer a reporter’s question.
