在商品经济还不发达、建立企业集团的客观条件还不具备的地区,按照“自愿、平等、互利、互惠”的原则,开展横向经济联合,形成企业群体优势,应视为发展区域工业经济的必由之路,也是振兴全民企业的有效途径。桂林联合收割机总厂联合13家县乡农机制造企业,结成棒打不散的经济伙伴,近四年取得了良好效应,就是一个例证。
