本文的作者卡斯瑞尔斯先生,现任南非水利与林业部长,应水利部的邀请于今年4月对我国进行了友好访问。考察了三峡工程,参观了都江堰水利工程及西安、上海等城市,卡斯瑞尔斯先生根据耳闻目睹的亲身经历,在文章中生动地记述了他难忘的中国之行,高度评价中国政府经过慎重论证后决定建设三峡工程的正确决策,认为三峡工程是“中国发展战略的组成部分”。文章对于国际上少数人以“人权”及“环保”为借口,反对兴建大坝水库的片面论点提出了质疑,反映了发展中国家的观点和呼声。
The author of this article, Mr. Kasriles, is currently South Africa’s Minister of Water Conservancy and Forestry. At the invitation of the Ministry of Water Resources, he paid a friendly visit to our country in April this year. Inspected the Three Gorges Project, visited Dujiangyan Water Conservancy Project and Xi’an, Shanghai and other cities.
