珠江流域规划在珠委和有关单位密切配合,积极工作,已有重点地做了大量工作,并取得了重大进展.如经水电部1985年6月17日审定的《大藤峡枢纽规模论证会纪要》(以下简称《纪要》)认为:“解决西江洪水问题,应按照上下游统筹兼顾的原则和以泄为主,泄蓄兼施的方针,采取堤库结合的工程措施及非工程措施.从流域防洪规划着眼,应以龙滩,大藤峡两库联合运行为前提,确定大藤峡枢纽防洪规模.龙滩水库调洪库容可定为70亿m~3.”
The Pearl River Basin Planning has closely followed and actively worked with the relevant departments of the Pearl River Committee and the relevant units. A great deal of work has been focused on and great progress has been made. For instance, the minutes of the feasibility study meeting of the Large Teng Gorge Hub approved by the Ministry of Water Resources on June 17, 1985 (Hereinafter referred to as “Minutes”): "To solve the problem of flood in the Xijiang River, engineering measures and non-engineering measures combining embankment and reservoir should be adopted in accordance with the principle of taking all factors into consideration in all directions of the upper and lower reaches and the principle of taking ventures and reservoirs together. Focusing on flood control planning in the basin, the flood control scale of the large Tengchow hub should be determined on the premise of the joint operation of the two banks of Longtan and Ottogamy Gorge, and the flood storage capacity of Longtan Reservoir may be set at 7 billion m 3.
