政府失灵不仅存在于发达的市场经济中 ,更存在于不发达的市场经济中。我国正处于经济转型时期 ,各种复杂因素的变更作用 ,使政府失灵现象不可避免。我国要矫正政府失灵 ,就必须按照市场经济的内在要求改革和完善政府体制 ,转变政府职能 ,规范政府行为 ,调整政府与市场经济的相互关系 ,运用经济手段避免社会效率及公平的损失。
The government failure exists not only in the developed market economy but also in the underdeveloped market economy. Our country is in the period of economic transition and the changing role of various complicated factors, making the failure of the government inevitable. If we want to correct the government failure, we must reform and perfect the government system, change government functions, regulate government behavior, adjust the relationship between government and market economy, and use economic means to avoid social losses and fairness in accordance with the inherent requirements of market economy.
