工程设计中经常采用设置汛期防洪限制水位,减少专用防洪库容;在满足水库本身及下游防洪安全的前提下,使防洪库容尽量与兴利相结合,即汛期利用部分兴利库容防洪,这部分库容为防洪与兴利共用,称为重复库容(亦称结合库容)、重复库容汛后恢复为兴利库容,以达到减少投资提高综合利用效益之目的。防洪库容与兴利库容是否结合和结合多少,不仅取决于水库的调节能力、洪水特性及河川径流的变化规律,而且还是一个技术经济问题,要经过分析比较后才能确定有利方案。
