随着全球化的逐步发展,人类面临着前所未有的危机。在环境保护领域,全球环境变化等全球性环境问题呈现出愈演愈烈之势。而从《京都议定书》开始,碳排放交易也就成为了能够实现减缓气候恶化的重要机制。这促使我们不得不从政治学角度来思考碳排放交易及国际间合作这一全球性公共问题。它一方面给发达国家缔约方的温室气体排放做出了具有法律约束力的定量限制,另一方面还确定了三个灵活机制以帮助其承担减排义务和费用。
With the gradual development of globalization, mankind is facing an unprecedented crisis. In the field of environmental protection, global environmental issues such as global environmental change have become increasingly fierce. From the “Kyoto Protocol”, carbon emissions trading has also become an important mechanism to achieve climate change mitigation. This prompted us to think from a political point of view carbon emissions trading and international cooperation as a global public issue. It has, on the one hand, legally binding quantitative limits on greenhouse gas emissions from developed country Parties and, on the other, three flexible mechanisms to help them meet their emission reduction obligations and costs.
