防灾减灾文化就是人类在预防灾害,征服灾害的过程中,认识并运用自身的智慧,保障人类生存发展所创造的文化,是持续发展、不断优化的防灾减灾精神文化和物质文化的总和。防灾减灾文化作为软实力,可以促使人类创造生产力,提高竞争力,增强吸引力,形成凝聚力。2015年1月21日上海公布致36人死亡的踩踏事件,是一起对群众性活动预防准备不足、现场管理不力、应对处置不当而造成重大伤亡和严重后果的公共安全责任事
