党的十八大明确提出了推动实现更高质量就业、统筹推进城乡社会保障体系建设、全面建成覆盖城乡居民的社会保障体系的新要求和新目标。要实现这一目标,政府不仅要实施就业优先战略和积极就业政策、扩大就业和稳定就业、建立和完善覆盖城乡居民的社会保障体系;而且要在服务能力建设上,进一步健全完善好公共就业和社会保障服务体系,为城乡居民提供均等的高质量公共服务。为此,德阳市政府专门组织课题组,对基层公共就业和社会保障服务体系建设情况进行了专题调研。
