2006年初,国务院出台了《关于解决农民工问题的若干意见》,明确提出积极稳妥地解决农民工社会保障问题。随后,上海、北京等地,开始着力推动农民工医保政策和制度的建设。但总的来看,农民工参加医疗保险的比率还相当低,现有的医疗保障政策和措施还很不完善,离社会发展的需要还有很大距离。 In early 2006, the State Council promulgated the “Several Opinions on Solving the Migrant Workers Issues”, which explicitly put forward the active and steady solution to the social security problems of migrant workers.
