“素质”这一词,最初出自于《管子》。书中说:“正静不争,动作不贰,素质不留,与地同极。”说的是人的生理本质。人的先天的生理解剖特点,主要是感觉器官,如神经系统方面的特点,而这种特点是不停留在原有的水平上。它是人的生理发展的条件,但不能决定人的生理发展水平。可见素质既是先天所具备的,同时又是在实践中逐渐发育和成熟起来的。某些素质上的缺陷是可以通过实践获得不同程度的补偿、完善或提高。我们在日常谈话中经常用到“素质”,比如,“这个部队素质很好”、“那个人身体素质很差。”用于表达企业优劣状况也不少见。企业管理出版社1981年9月出版的吉林大学日本经济研究所翻译的一本日文书就叫《企业素质的改善》,这本书是针对世界第一次能源危机后,日本经济面临低速增长的趋势,提出企业如何适应变化了的情况,去克服某些故疾,解决某些症结。在组织机构、管理制度、人员培训、奖励处罚、生产组织、销售业务、经营战略等方面进行必要的改革,以迎来发展的高速度。全书尽管没有一处直接了当地解释“素质”,但是通过对内容
