(一)关于学习问题。我参加这次会议,深深觉得对会议文件精神领会不够,但我总认为要把普选搞好,首先就要开好三级干部会议,通过这个会议系统的学习普选文件,明确进行普选的方针、任务、目的与工作方法,最后将学习中所提出的问题,联系干部思想进行一次综合性的解答,使干部对普选的意义、目的能有正确的认识。对专区、县、区干部在召开三级干部会议前要利用时间,先进行一次学习,使其对普选文件精神能有较深刻的领会。(二)工作安排。根据渭南专区各县具体情况,我们打算分两期进行普选工作,两期拟各以五十天时间进行,并以十天留作总结工作与调动干部的活动时间。第一期打算开展五十四个区,四百九十一个乡;
