我省经过多年持续实施山地综合开发,成绩斐然,宜果山地得到充分利用,人均水果占有率在全国名列前茅,成为农民脱贫致富奔小康的较好项目。但在山地综合开发过程中,也潜伏一些问题,如有的地方忽视了生态环境的保护,只强调新垦殖面积,新植果园强调大平台,因而地表裸露,水土冲刷严重,造成水库、溪河淤积,库区净化能力减弱,河岸埋积大量泥沙。为此,各地在农业综合开发时,应深刻领会温家宝副总理于1999年5月26日在国家农业综合开发联席会议第二次会议的讲话精神,即今后农业综合开发尽量少开荒
