九、加强基层公安队伍建设诀要(平湖市委常委、市公安局长姚钰明) 在建立和发展社会主义市场经济和新的世纪即将到来的形势下,要更好地发挥公安机关的职能作用,维护社会稳定,必须进一步加强公安队伍建设,以实现“建一流班子、带一流队伍、创一流业绩、保一方平安”的工作目标。那么,如何加强公安队伍建设呢?笔者认为,除了抓教育,抓培养,抓制度等外,很重要的是: 一要强化队伍建设的机制。主要包括一是建立干部任用新机制,以打破过去干多干少、干好干坏、干与不干一个样的局面。对此,平湖市局从去年7月开始,全面引进竞聘机制,在中层干部任用上采取竞争上岗。经自荐、考察、民主测评和党委决定,先后有78名同志走上局中层干部岗位,其中16名是由一般民警直接提拔为中层干部的。今年5月,又结合集
