加快城乡统筹发展,是我们党从全面建设小康社会和完善社会主义市场经济体制的全局作出的重大决策。这些年来,湖北在统筹城乡协调发展方面取得重大进展,但仍然存在许多不协调、不和谐的矛盾和问题,存在的问题有体制、政策和思想观念上的原因。针对这些问题,应从五个方面采取措施。
