骨干计划是我国启动实施培养少数民族高端人才工作的重要举措,对促进民族地区经济社会发展,逐步缓解少数民族高层次人才匮乏的现状,提升少数民族人才存量综合水平具有重要的意义。但由于实施时间相对较短,实践中存在的问题逐渐显现。现有的文件和模式在解决骨干计划实践中不断产生的新问题时已有些“力不从心”。面对我国骨干计划培养实践中出现的新挑战,笔者通过分析骨干计划实施现状,试图提出骨干计划模式重构的几点建议,希冀对我国
It is of great significance to promote the economic and social development in ethnic areas and to gradually ease the current situation of the lack of top-level professionals in ethnic minorities and to enhance the comprehensive level of the stock of ethnic minorities.
