企业安全文化建设就是把生产经营价值和人的价值统一起来,增强各级人员的安全意识,使企业在良好的安全与人文氛围中进行生产,实现企业安全生产和经营的良性循环。机制创新——打造安全文化理念首钢大石河铁矿是一个有40年历史的大型冶金矿山企业,集采矿、选矿于一体。该矿把“安全第一”作为文化理念贯彻到生产经营全过程,把安全文化建设作为“一把手工程”落实到行动上。“九五”期间,该矿杜绝了死亡和重伤事故,年均负伤率控制在0.6‰以下。
