农业部办公厅、财政部办公厅《关于做好2014年农民培训工作的通知》中提出要实行教育培训、认定管理和政策扶持“三位一体”的新型职业农民培育制度,对符合条件者颁发新型职业农民证书,并配套创设相关政策予以扶持。各地积极探索,创造了不少有效的教育、扶持措施,为新型职业农民培育提供了经验。最近陕两省给第二批182人颁发了“新型高级职业农民”认证资格证书,引起了社会的广泛关注。有赞扬者,认为这是提高农民社会地位的有效举
